Portuguese regulator SRIJ has declared two public exclusive concessions for the “exploration of games of fortune or chance” in two of its regions.

Public tenders with international publicity will be open for a period of 30 days, granting exclusive rights to “exploit games of chance” in both Estoril and Figueira da Foz gambling areas.

Publicly limited, or equivalent, companies with international advertising and a registered office within a member state of the EU will be able to apply for these public tenders.

Additionally, international companies within states of the European Economic Area agreement will be eligible to apply, as they are bound to its taxation, anti-fraud and money-laundering regulations.

Those companies must also have a branch within Portugal to be considered eligible for the public casino tenders for Estoril and Figueira da Foz.

Participation in this procedure requires prior registration on the saphetygov electronic contracting platform, which allows access to the details of the process including the respective tender documents.

The current concessions for these Portuguese regions expire on December 31, 2022. This deadline was extended for the previous two years as a result of the implications caused by the COVID-19 pandemic.

Portugal’s SRIJ recently became Europe’s first gambling regulator to aim for stricter regulation of the industry’s ‘Crash’ and ‘Loot’ style games.

Incorporating specific Portuguese market rules, SRIJ stated that, ‘without prejudice’, operators must ensure that Crash and Loot type games provide a ‘theoretical rate of return in prizes to players that cannot be less than 80 per cent’.
