A Chinese investment firm has signed a $194 million deal to build a casino complex in Russia’s Primorye Gambling Zone, located in Primorsky Krai.

The Russian news agency Interfax and the media outlet ASN Info reported that the investor will spend 16 billion rubles on the project. The complex will house a hotel, a casino, and other non-gambling facilities.

The investor was named in the reports as Jiangsu Xiuyuntong Investment. The firm is involved in venture capital-related operations and hails from Jiangsu, a coastal province in Eastern China.

The Russian and Chinese parties struck the agreement on the sidelines of the Eastern Economic Forum. The forum is an annual investment summit that focuses on the Russian Far East.

No Timeline Given for Project Completion

The parties stated that they will undertake the project in two phases. It will ultimately result in the construction of a 37,000-square-meter complex. The hotel will feature at least 150 guest rooms, they added.

The corporation did not reveal any details about the timeframe the parties were working toward.

Liu Zhenhao, the Director-General of the investment firm, said that he expected positive outcomes “with the help of the regional government.”

Vera Shcherbina, the First Vice-Governor of Primorsky Krai, explained that the local authorities would assist the project “to the best of their abilities.”

The Primorye Development Corporation chief Igor Trofimov said that the casino would feature slot machines and table games.

He added that the investor had agreed to submit “a detailed action plan” by the end of this year. Trofimov added: “We, in turn, will provide the facility with infrastructure and provide administrative support.”

Russian Casino Visitors on the Rise

Primorsky Krai is home to the Primorye Gambling Zone. The zone is part of a designated tourist cluster in the Far East region’s Muravyina Bay area.

Two casinos have already launched in Primorye: the Tigre de Cristal and the Shambala. The gambling zone says foot traffic is currently on the rise. It claims that 763,180 patrons visited the two casinos in 2024.

In addition to Primorye, casinos also operate in the Krasnaya Polyana zone in Sochi, Yantarnaya in Kaliningrad, and the Altai Republic’s Siberian Coin.

In April this year, the Altai Palace Casino reported that its year-on-year revenues rose by 17.3% to 1.1 billion rubles ($13.3 million) in FY2024.
